Independent capital project review

The commercial half of a capital project, reviewed by someone who has sat on both sides of it.

Haskins Capital reviews contracts, equipment purchase orders, payment structures, change orders and draw packages — for the companies building capital projects, and separately for the institutions that finance them.

Two practices. One published rule.

The same discipline pointed at two different clients. The separation between them is written down and applies to every engagement.

I am building a capital project

Track record

Twenty years of this work, from the owner's chair.

Before Haskins Capital, this work was the job — building capital budgets, negotiating equipment packages, approving pay applications and signing change orders inside operating companies.

What we review

Four disciplines. One job: protect the capital.

01

Contract review

Commercial terms, scope definition, change management provisions, risk allocation and dispute resolution, checked against a 30-point checklist before signature. You receive a redlined document and a risk memo ranked by dollar consequence.

02

Change order gatekeeping

Verification that the work is genuinely outside the original scope, that pricing ties to the schedule of values, and that nothing already contracted is being billed a second time.

03

Payment control

Percentage-complete claims tested against work actually in place, and stored materials documented before payment releases. Once the money is out, the leverage is gone.

04

Vendor benchmarking

Contract unit prices compared against market rate data. Where pricing sits materially above market, the gap is documented with numbers that support a renegotiation.

Why Haskins Capital

An independent expert, not a career consultant.

Owner's-side experience

Budgets approved, procurement run, contractors managed — not audited from the outside. That is the difference between theory and pattern recognition.

Engineering-grade rigor

A BSEE and twenty years of capital equipment specification mean the technical content of a quote gets read rather than skimmed. Lead times, acceptance criteria and scope exclusions are where the money hides.

A published boundary

Commercial and contractual analysis only. No design review, no engineering certification, no opinions requiring a seal. The limits are stated in writing before any engagement begins.

That same experience is why lenders engage Haskins Capital. Having assembled draw packages and defended them, I know precisely how one gets built to look better than the job actually is.
